I wholeheartedly agree. The SCA (Society for Creative Anachronism) does this
by explicitly holding their business meetings on different days from all the
"fun" stuff-- presumably the reason people joined the SCA in the first
place. Many different sub-cultural groups practice (or could learn from)
this sort of differentiating; have events that are explicitly to recruit new
members, events to promote socialization among already-existing members, and
then hold meetings to take care of nuts-and-bolts operating issues-- the
business meetings.

And just as an aside, make sure that the socialization meetings are
scheduled within a week or so of the recruiting events, so that new recruits
have a chance to get involved right away. I would also say that there should
be no such thing as a purely informational event to "get the word out" to
the public. All such events are potential recruiting events, and should be
treated as such.
