This is not appropriate for a newsgroup. And if adopted it would
severely limit the education of new readers. It is not possible to
enforce such a policy with the current arrangement, because of liability
questions.

The underlying physics of networks make them a fixed cost. If people are
getting charged per message/kilobyte, they should find a connection that
charges a flat rate.

Alternatively, someone could take the job of editor. This, however,
should be applied to a new mail list or newsgroup. Copyright questions
could then be solved in a better way, as I suggested earlier.
