There are such regions at both poles (water ice was discovered there by the 
Clementine

probe, and reconfirmed with the Lunar Prospector mission, presumably deposited 
in the past

by cometary impact).  Some areas within craters at the poles never see sunlight,
and this

would make an excellent location for passively-cooled storage facilities.  
Unless, of
course, they're disturbed by future ice miners...
