Stasys,
I actually serve more as an administrator of the CryoNet list than
as a moderator; I endeavor to keep the mailing list functioning but
do not actively moderate (filter) the content of the messages.
The anti-spam, data format, etc. filters are automated, not manual.
(See message #14327 for details.)

Concerning splitting the mailing list, my favored solution still
is the same as it was in messages #4365, #4847, and #11861:

  Another approach would be for someone to offer a filtered version
  of CryoNet, to which interested people could subscribe.  That
  list could take the entire CryoNet feed as input and distribute
  only those messages that satisfy the criteria of the editor.
  My only request is to have all _replies_ sent to CryoNet rather
  than just to the filtered list so that we do not unnecessarily
  balkanize the cryonics mailing list(s).

This approach does not require a vote to verify "support of the
majority of the CryoNet participants".  (Can you imagine cryonicists
arguing whether or not "dead" members should be allowed to vote?)
Instead, no permission is needed.  If you want a different list,
create it!
