I sure David was trying to pull our legs with those complex mental
acrobatics, through which he miraculously <g> arrived at the
correct conversion results for 23^C and 196^C into ^F, but the
formulas are really quite simple:

^F  > ^C:    (^F - 32) : 9 x 5 = ^C
^C  > ^F:    ^C : 5 x 9 + 32 = ^ F

Easy to remember markers:

100^C = 212^F
16^C = ~ 61^F
0^C = 32^F
0^F = ~ -18^C
-40^F = -40^C
