Excluding someone from rejoining Alcor is not a death sentence as you
suggest.  These people are not prevented from joining another
cryonics organization (or even starting their own)!

The first responsibility of any cryonics organization is to its members
and patients.  No one has a right to join - especially if there's
any reason that their joining could compromise the existing membership.
