In the long run, nuclear energy on Earth is a bad thing (as I see it). I
would argue that the natural place of nuclear energy is space or the Moon, a
world without fluid where thing remain in place for millions of years. That
could be the answer to the question: Why go back to the Moon? Because it is
the nearest dry world! So I am pro space-nuclear and anti Earth-nuclear. I
think spallation reactor would be the solution: No need to launch any
radio-active product from Earth, accelerated protons would break stable
nuclei and produce neutrons without chain reaction.
