collapse of the quantum device to a single answer that makes it a 
quantum device, and no one is trying to avoid that.

As for getting a quantum device with enough processors to perform
significant computations, that is a hard problem. The problem is
that the more processors you have, the harder it is to keep the
wave function from collapsing before you get your answer. Yes, 
low temperatures and other kinds of systems have been suggested, 
but the problem still turns out to be hard.

I suggest that you do some reading rather than making the assumptions
you are making. I do not recall any good review articles off the
top of my head, but will come back with some for you in a few
days. PHYSICS TODAY has lots of good articles on the issues involved
in many current physics problems, and I'm sure you can find a good
article there if you look.
