I'm impressed with Brian Wowk's idea of using water ice as ballast.

Here's an engineering question: do we freeze the water along the walls
of the cold room before or after putting it in position?  

If we freeze after positioning, we need a container to hold all that
water in the right configuration that will not be destroyed by the
expansion when the ice freezes.  If the ice breaks the container when
only half the water is frozen, you'll have a sizeable flood.

Otherwise we could freeze the water before putting it in the cold room.
This way nothing has to be waterproof.  There'd better be a drain in
the vault where you keep the cold room, so decomissioning the cold
room doesn't imply flooding your facility.
