You can get a 6 month tourist card to Mexico, and get on the public
Mexican insurance, IMSS, right away, although some aspects of coverage
(e.g., certain preexisting conditions) do not kick in until as much as
2 years later.  

The tourist card cost $22 for 6 months, and the insurance itself costs
about $20/month.

Private insurance can be had for as little as $45/mon.

We in the USA think we have it so great for medical care, but I have
serious doubts about that.
