Cooperation can evolve without enforcement. However, human groups are 
not resistant to non-cooperators without enforcement of some sort. This 
is shown by both simulation and anthropological investigation.

The Libertarian view is crippled by its failure to recognize the group 
as an inherent element in evolution and social organization. 
Theoretically, this results from a failure to understand the sources of
