In Cryomsg #2220, Charles Platt reasons that, since the present patients
will not be stored in the new cold room, none of the funds presently in
the PCTF should be used to build such a facility. Actually, it might be a
good idea, if such a room is built, to put the present patients, in their
present dewars, in the room, since this would lower the LN2 boiloff rate.
LN2 loss from the dewars should be lowered by about half, since the outside
of the dewars would be at about half of the present temperature. In addition,
the dewars would act as cold sinks inside the room, so that the total LN2
consumption rate would be less that if they were kept outside the room.
(This assumes the room is "LN2 powered".)  ---Mark Voelker
