China has no functioning legal system at the moment. Thus, a local 
Party official could just decide to close down a facility and the 
police or Army would be there the same day to do the job.

Some concepts about 'spirits' in Asian countries are even more hostile 
toward cryonics than those in the Judeo/Christian religions. May be of 
interest:

However, the general idea of locating in a social climate compatible 
with cryonics is a good one. A review of the options, based upon the 
latest research, would be a first step.
