WASHINGTON (AP) - Proposed regulations for more federal control of 
*infertility [see below url] clinics have alarmed advocacy groups who 
said the action could impose the government in couples' private 
reproductive decisions.

The President's Council on Bioethics has drafted a proposal calling for 
legislation to force infertility clinics to report to the government the 
creation, use and ultimate fate of all human embryos produced at the
