I must say that this ruling was not a surprise to me.  I was born and raised
in Florida, and still live here.  I actually lived in Boca Raton for a few
years when I started my own company there in 1995.  Their zoning board is so
strict that McDonald's can't build a building with golden arches.  Taco Bell
cannot have a fake bell-tower.  KFC cannot have a rooster weather-vane.  No
signs or billboards can be displayed separate from the main building.  The
building must be conservative style and approved in advance.  Even paint
colors, plant types, fence configuration, and other trivial matters are
heavily regulated.  There is a Community Appearance Board that meets weekly
that is appointed by the City Counsel to two-year terms.  They review
building floorplans and exterior alterations of buildings to ensure the
aesthetic quality of the City.  The external appearance of buildings cannot
be modified without prior approval of this committee.  The entire town is
based on preserving an image, both physically and socially.  I could never
imagine how a controversial plan for a cryonics facility would ever be
approved.
