I'd suggest doubling that amount, so you can cover any
procedure you might decide is appropriate in the future.
It should be pretty cheap at age 23.

He's 12 -- there's time to heal that relationship.  Who knows --
he may sign up himself when he's old enough!

Are your parents alive?  For as long as they are, their say is
more important than that of your brother (who I don't think
would have a say before age 18 in any case).  After that, if
you get married, pick a cryonicist. :-)
