One unexplored solution would be to see at international organisations such ESO (European Southern Observatory) or CERN (European Center for Particle Physics). These organisations enjoy the benefit of extraterritoriality. For example when you go to the CERN, on the french-swiss border near Geneva, you are no more in either country, you are on the CERN territory.
