Being on general purpose computer, TRAC or FPGA, an electronics neuron is in 
software form.It can be created, detroyed, as any entry in a file.This is so 
basic that it don't need much explanation. In the biological brain, new neuron 
is a marginal process, new synapses is far more important and common. I'll 
come back on that.

If you have some valuable references, it could be interesting to see them.
