This brings to mind a possible strategy.
There are multiple hurdles between any
given individual and signing up for
cryonics.  In order to increase signups,
identify those hurdles and make each one
as easy to clear as possible.

For example, as mentioned above, 30% of
people who responded to the poll said
they would sign up for cryonics if it were
free, but (say) 1/10 of 1% actually signed
up. (with Alcor?).  Where did the other
29.9% go?  How many asked for information
at all?  Of those, how many did anything
else?  Which hurdles did people fall down
on most often?

I think that answers to questions like
these would allow lowering some of the
hurdles in a systematic manner, and
offering appropriate support in getting
over others.
