Dear Mr. Metzger:

Have you heard of "flags of convenience."  Many nations have very different
attitudes about medicine than the US, and the standard flags of convenience,
Panama and Liberia, are not very uptight about what happens on the ships they
register.

Ships that are not flying the flag of a known nation are liable to be boarded,
but then so are all ships.  The only true maxim involving the high seas is that
propounded by Machiavelli, "Being unarmed, among the other harms it brings to
you, causes you to be despised."

Perhaps you consider yourself competent legal counsel?  Your input is welcome.
