I can't speak to the human ability to outrun dogs, but the way
American Indians used to get horses was to run them into the
ground. Humans can out-endure most animals, in fact -- humans have one
of the best endurances around -- although its entirely possible that
dogs are better.

Actually, if you are familiar with Ironman races or Ultramarathons,
humans can actually manage similar endurance tests, although I'm not
sure for how long, or whether they could do it pulling load.
