Which leads me to ask:
"Are there any sensible experiments one could do to test this hypothesis?"

I have wondered whether the apparent speeding up of time is because someone
has pressed a "fast forward" button on the simulation. The relatively sudden
collapse of Communism, the collapse of Apartheid, the appearance of
meaningful peace negotiations in Ireland, all conveniently appeared as if
things are being drawn to a conclusion. I think that such speculation gives
no proof one way or another, but maybe measurement of physical constants or
other *scientific* evaluations could apply.
