This critique of Idea Futures is opaque. Care to rephrase?

This URL is missing a .Z at the end. David has developed intriquing
protocols for managing conversations, such as giving the floor to the
person who has spoken for the least time so far. He also proposes
(but does not seem to have tried) a protocol where, if everyone agrees
that B's criticism of A was on target, then A loses conversation time.
These are interesting ideas, but hardly seem a serious alternative to
either Idea Futures or Ralph's fine proposal for a web Cryonics journal.
