I wanted to offer minor additional support for the "we're the first" position.

There is selection pressure for the self-replicating probes to be faster,
since the faster probes will take over more territory.  This might push the

colonization velocity as high as technologically feasible, say .01c or even .1c.
At these speeds, intergalactic travel is possible.  There are galaxy clusters
where the individual galaxies are relatively close together, and one ETI could
colonize the entire cluster.  But we see no evidence in the galaxy clusters.
